I found GTA V really damn CPU intensive. Probably due to all the entities and calculations.
What kind of FPS are you getting? Graphics and advanced graphics settings?
everything is maxed. 3 1080p monitors. and 1.25 res scale. and my CPU is at like 60% but my GPUs are at 70% ish. and I get like 45FPS ish

That's messed up, on my old 6100 bulldozer and a 290 I get 60 with dips to 45. Though only one 2048x1536 screen.
I will say it does not sounds like a normal bottleneck. Usually one would be maxed and the other stuck waiting. Both for you are 60 and 70 so it sounds more like a system or game issue.
Well yeah, only. The resolution OP runs his game is almost 2.5x bigger than yours.
But anyway, it's more of an engine/API issue than "bottlenecking".
Try running with SLi disabled and post here the results. I had an SLi setup once and sometimes some games run better with the single card. If that doesn't work just ease the settings a little. You really don't need 8x Antialiasing on 1920x1080.
oh no it runs almost twice as good on two cards. its just you know, I payed 1200 on GPU kinda want my moneys worth
you're not going to get your moneys worth... dx11 API is too limiting... dx12 games should get the performance you desire.

msi after burner monitoring. it shows my cpu is at 100% and my gpus are at 70%
check whats using your cpu...

show screenshots... normally gta 5 doesn't use that much cpu vs gpu.
I have an AMD 8370 (overclocked to nearly 5GHz) paired with a GTX 970 and after playing around a bit with my cheaper rig I would point more to poor coding then anything. Although GTA V is leaps and bounds better then GTA IV, it is still a poorly ported PC game when you compare it to others or natively coded games. Just Cause 3 looks much better, has insanely further draw distances, has way more physics going on, and runs much better at any resolution but especially at 4K.
TL;DR: Rockstar still has a long way to go when it comes to coding/porting games on PC.
Disable AA and filters.
since you allready run on 4k down sampled you should basicly not need AA or filters.
