ISP Saying "We don't want faster internet"

I remember Logan and Wendell talking about some ISP saying that they did a survey and the results were people were either happy with their internet or they didn't want faster internet speeds. I cannot for the life of me figure out which video that came from and what their sources were. 

If someone who know where this is can tell me, or tell me I'm totally wrong that would be wonderful!

The most recent one I remember was Time Warner Cable. Some quick googling brings up these two articles on the matter, but there are plenty more.

One of the major issues with this sort of claim from a company is, if they actually did a survey, they could phrase the survey questions in such a way as to get the answer that they want. It's easy to do this through sampling bias, or deceptive wording.

its because users dont want a 100GB data cap for their 100Mbit internet or they dont want to pay $5,000.00 a month for gigabit
