I get only 62 fps in bunch of games with a Radeon 7970 @1050mhz couls this be a bottleneck
Here are my specs:

-Asus M4A89GTD Pro Turbo Evo
-8gb(2x4) Crucial Ballistix Sport DDR3 1600 SDRAM

There should not be any bottle necking, but keep this in mind when building systems

MIGHT be your cpu...
but, to upgrade that, i think you might need a new mobo
Yeah, your CPU is definitely a bottleneck.
What games are you getting this framerate. 62 fps should be enough to play any game very smoothly as long as the framerate is consistant. If you have vsync enabled it would lock your framerate at 60 and you might occasionally see it go up to 62 fps.
Shouldn't see bottlenecking of the CPU, as my friend ran that cpu with 2 CrossFired 6950s unlocked to 6970 and see's blistering performance. With only a few FPS gain when he switched to the new FX Piledriver.
Though strange things do happen.
