If you have a good chip and motherboard then yes you should with ease. Also depends on your ambient temps and how good the airflow in your case is. 212's are a fine little cooler for the bargain price.
When i used it, under burn test I got under 65c. The CPU is rated for 61, but it didnt throttle or anything. and burn test temps never happen under a real life load.
Of course!!! On stock I got 4.0, and with the hyper 212 evo I got 4.0. With the 212 the fan doesn't sound like a rocket and the heatpipes can't bake cookies.
I have a 8350. and I had that exact cooler. You should be able to get atleast 4,4Ghz, provided you have a good motherboard. I had a extremely crappy mobo, I got to ~4350mhz
Especially if you get good thermal paste. I have a 212 Evo and Noctua NT-H1 cooling my FX-6100. I was able to get to 4.5GHz even though my chip is a terrible overclocker. So yes.
