This my build on PC Part Picker, this my max budget and I already have monitors, other peripherals, processor, RAM, and 1TB hardrive. I just would like someone with more experience to give their two cents on my build

CPU Cooler: Cooler Master Hyper TX3 54.8 CFM Sleeve Bearing CPU Cooler ($19.99 @ Best Buy) -Optional just to keep the system more quite
Motherboard: Gigabyte GA-B85M-D3H Micro ATX LGA1150 Motherboard ($69.99 @ Directron) Don't need to splurge out much by Going Z Series boards on a locked cpu and its fairly decent.
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory ($49.99 @ Newegg) Kept it the same which will do fine
Video Card: Gigabyte Radeon R9 290 4GB WINDFORCE Video Card ($293.98 @ Newegg) There is no such thing as overkill
Case: Corsair SPEC-01 RED ATX Mid Tower Case ($44.99 @ Newegg) I could change the case to something cheaper if you want but its the case that you want its fine by me.
Power Supply: EVGA 600B 600W 80+ Bronze Certified ATX Power Supply ($56.99 @ SuperBiiz) EVGA makes some great cheap PSUS and this should handle the 290 fine.
Total: $699.88
Would I be able to use VGA with this? It doesn't appear to have the right port.
you can get a dvi to vga connector cheap online on ebay or something.

Nice build. But I would do one of two things:
place that non-k i5 on a cheaper motherboard chipset
place a k-edition processor on a Z chipset
buying another processor isn't an option for me, I salvaged this one out of a scrap PC.
No onboard sound is fine for most people and also what is your max budget for this build since you said that the cpu was basically for free.
It is a nice processor for gaming. But I think the Z chipset motherboard is too expensive for a non-overclocking i5. You can still get a feature-rich motherboard, but save some money.
The Gigabyte GA-B85M-D3H is my go-to choice. Nice fan control software, heatsinks on the components
$500, also the RAM, and Hardrive were free, I need to continue saving until July 29 when Windows 10 comes on full release for $120, I've been running the preview since December, and I can't go back to Windows 8.1.
Windows 10 is interesting. You can use a free alternative, in the meantime.
Consider purchasing a licence from a key website. I've purchased legit Windows copies in the online marketplace; people always sell spare keys. It is a nice way to save $$.
I might go with that option, but I would like to go more expensive, so I can upgrade and overclock in the future.
It's entirely your discretion. Overclocking is nice, but I think the i5 4440 is worth keeping :)
Oh I wont ditch it or anything, I will probably apply it to a future build.
keep the cpu and overclocking is not really worth the gain over it imho.
I am keeping the CPU until it has a hard time catching with what I throw at it.

This is a budget build of $550, OS is already taken care of but I would like to make sure everything is ok and not going to mess something up.
