If you have yet to build it, allocate money from the AIO watercooler to get 8gigs of RAM. 4 gigs is selling the system short. have You built this yet?
I agree with ProSonicLive. At this price point, you should really be getting 8GB of RAM.
GPU is also a little bit on the weak side.
I haven't built it yet. I know amd cpu run hot so should I stick to water cooling or is there an alternative that's cheaper but does well?
Is there a bether gpu for under 200 that will give better fps in games?

Try this AMD Radeon 7870 is Middle of the road right now and for 114 bucks I'd buy 2 crossfire and it will kick ass
Also saw a r280 for around 200 better than the GTX760
You could even stand to go a little weaker on the CPU if you plan on just playing games, because right now almost all games on the market the GPU is the bottleneck almost never is the CPU the cause, as long as you keep it above 3GHz

The fx 8350 doesn't run that hot. A hyper 212 evo would be plenty, just make you have a big enough case for the hyper 212 evo. Also i'd recommend a r9 280 instead of the gtx 760
