Internet becomes unusable when downloading things

So this issue has only happened since ive upgraded to Windows 10 (After I got some SSDs). Now whenever I download something, typically happens with Steam, Origin, Battle.Net, and a rare few other places, my internet basically takes a dump, as in I cant load web pages, or anything until the download is done. Sometimes I would have to reload a webpage numerous times before it would load.

Ive even tried to throttle steam to use 1.5 Megabytes per second which is half my internet speed, but it still causes web pages and such to not load.

My internet plan is 20 down, 2 up and speed tests show I actually get ~24 down, 2.55 up. I also get my internet via wifi as my router is too far from pc.

When I upgraded (or maybe it was a lateral movement?) to windows 10, I followed the advice on that one Tek Syndicate video on how to disable a lot of the windows 10 spyware stuff, maybe that is causing it?
