Big edit. Disregard the R9 290X numbers. The card was broken.
I just wanted to share this benchmark which compares the AMD graphics cards performance with and without Mantle on an Intel system and an AMD system. The Intel processor used is the 3770 and the AMD system features an FX-4130 (less than half the price).

Thanks man ! i will definitely go for that sexy R9 290X Direct C II from Asus ! on my new first build :D
These benchmarks contrast with the benchmarks that you have found. There is an increase/benefit when using an Intel processor. Not sure why your benchmarks do not show an increase. I would assume that they (your source) performed something wrong? The idea that a 4130 could beat an i7 is absurd.
The performance differences are much larger on low-end hardware, because the low-end CPU is obviously much more of a bottleneck. I think this does mark the era of cheaper PC gaming. I am quite satisfied building an FM2 system for a friend, knowing that they will be very happy with their experience.
I hope they implement many more of these changes across a greater number of supporting games.
I missread the charts and the text :( I does make a differance, but smaller when the CPU is not a bottleneck. The R9 290 went from 65 to 79 avg fps with mantle on the Intel system.
Yeah, the charts in OP's link doesn't make sense. According to the first one, the R9 280 actually gets faster as the graphics settings go from medium to high. Other than that the charts make sense to me.
It really is great for low end hardware. I'm building an FM2 system for a friend, and the performance gains has me pretty excited.
The R9 290X thay had was acting wery strangely. They are looking to get a new card and run the tests again. The rest of the numbers should be accurate though.
