IBM 3200 M2 Won't give me Bios menu

So I bought this IBM server from a free geek Toronto
It’s IBM System X3200 M3
Unfortunately I can’t get it to boot into the BIOS I’ve tried changing the usb ports for keyboard.
I tried pulling the battery I tried switching to the backup Bios and and resetting the CMOS.

Have you tried the F2 or F6 keys yet ?

I remember some mainboards not using the DEL key to enter the CMOS/BIOS setup screen.
