i7 2600k 70c at stock?

Hey guys friend got a problem, he's just got a H60 for his i7 2600K, getting awful temps, around 70c at stock when at full load with prime 95 (http://puu.sh/2g8L6), seems to be installed correctly although he only has one fan and its the basic corsair one any advice, hes thinking of getting two http://www.ebay.co.uk/itm/Noctua-NF-F12-PWM-Desktop-PC-Case-Cooling-Fan-Low-Noise-Adaptor-120-mm-1500-rpm-/330868916157?_trksid=p5197.m1992&_trkparms=aid%3D111000%26algo%3DREC.CURRENT%26ao%3D1%26asc%3D14%26meid%3D6177810288841755669%26pid%3D100015%26prg%3D1006%26rk%3D1%26sd%3D330868916157%26

He was looking to get it to 4.2ghz with the new cooler but even at 3.8 there in the mid 80's ? any ideas whats going wrong ?

Cheers in advance

Was the thermal paste incorrectly applied? are these temperatures @ load (I sure hope they are)

he used stock thermal paste and tightened screws diagonally for even spread, would push pull make that much of a difference or different thermal paste ?

I'm using the older h60 in my rig with a i5-3570k Oc'ed to 4.2Ghz http://puu.sh/2ga6L thats running prime for an hour or so...

Any ideas?

Something is obviously wrong. Try reapplying the paste and reseating the thing. Also check if he has good airflow in his caseCheck his voltages as well.
