currently i am looking at either i5 3570k or i7 3770k possibly some other i7's if the price is close to 3770k's
i will be using this cpu along side with
hd 7970
16gb ram 1600mhz
asrock z77 pro 4 motherboard
700w psu
ssd kingston hyperX 3k
i will be using this pc for triple screen gaming /w eyefinity @ 1920 x 1080 x3
and for programming/random uni reports/character animation/gamemaker/game engines
i am quite an impatient person and im asking is 3770k going to be a big difference for the non gaming aspects i will be using it at around how much % faster/slower
It will give you up to 30% better performance, non-gaming, gaming is pretty much equal. It will be great for multitaking e.g. more than 6 progs. open and running. If you can afford it you should go with it, last years Sandy Bridge 2600/2700k is good too if you can get it at a decent price. And if you get a k CPU definitely buy a decent cooler e.g. Corsair H100i or a Phantek dual tower cooler and overclock the crap out of it.
im looking into getting corsair h100 but i looked around some forums and people are sayugin i7 3770k kas low ocing potential and that a 2600k can oc to the oc level of 3770k
For gaming, not much difference. For the other tasks you listed, the i7 will be very much better.
While it is true that Sandy Bridge CPUs can be overclocked more, it doesn't mean Ivy Bridge is limited. You can push it as long as you have good cooling. That's because the latter runs hotter than the former, and that's why you can oc the former a little bit more.
A 2600K can be overclocked to 5Ghz with an H100( or other good cooling solutions), with the voltage somewhere between 1.35-1.45( maybe 1.47).
