Is the Intel® Core™ i5-3350P a good cpu or should i buy something else?

for that price get the AMD FX-8320

and with non K intel CPUs you cant overclock them

At stock, yes. The disabled iGPU allows for a lower price tag, so if you aren't overclocking and a gamer, it's one of the best bangs for the buck, especially for Intel.
