You do not need an ethernet NIC, the MB from both my list and yours come with gigabit LAN ports.
Do not buy a windows key from microsoft, plenty of third party sellers buy in bulk and resell for $15. Also, get Pro, not Home. Also, Linux, not for everybody, but I do recommend it.

Honestly most of the changes I made are just personal preference. The biggest take away here is that the AMD graphics cards are a much better value. Don’t pay the nGreedia tax.
Cmon man, kindly do you due diligence and post the whole spec here instead of simply posting a link. Don’t underestimate the laziness if people and you’d get more engagement/replies.
The Masterbox Q300L case has bad airflow. For a 600W system it is ok but will definitely struggle with a 850W+ system.
The LGA1700 and AM4 are both dead end platforms that are close to reach EOL. They still work, and you can definitely game on the PC for a few years forward, but might not be the best cost-efficient choice. Then again if that is all you have…
The H610 is a mistake, plain and simple. AMDs low-budget MoBos still allow for some overclocking and basic gaming features, the H610 does not even support XMP (memory overclock), so you are stuck at default timings of… 2666 MT/s if I remember correctly?
The 4060 is currently one of the bigger traps in the market, low budget you should opt for the more performant AMD cards; they are cheaper and provide more FPS, and Raytracing is still a bit weak in the budget category.
A 2TB Hard drive when you can get a 2TB SSD for just like, $40 more? Why?
Don’t ever pay for Windows 11 Home - it works but when you can get Windows 11 Pro for $30 from sites like URCDKeys or CDKeyOffer or less if you use a promo code from tech tubers it’s just stupid. Pro is better in every way.
So, with that in mind, I would shift around the build priorities slightly. This is roughly the same budget. The drawbacks are that the GPU is slightly less powerful (but $100 cheaper), no RGB in PSU, and you only have 2TB of storage instead of 1TB+2TB.
The advantages: Faster CPU on the Zen 4 architecture, newer platform with faster memory, fast storage everywhere, can be upgraded to at least a Zen 6 architecture CPU (with 90+% certainty), good airflow in case, 100W more on PSU, overclockable and draws little power. The stock cooler is adequate for the task, but can be replaced by, say, a Phantom Assassin.

For GPU, I would like to recommend a 7600 XT, but tariffs have ruined the market for now. You basically have two options, go cheap and weather the storm, or sell a kidney (in the methaphorical sense ) and go big. This is current market:

Performance is relative to the chosen 7600 and should be taken with a grain of salt, for instance some games the 7800 XT beats the 4070 Super and right now the better performance of Nvidia raytracing skews things in favor of Nvidia on the performance side. If you want the full story, watch reviews. If we remove Raytracing numbers we have maybe a 10% uplift for the Radeon cards.
The Relative Cost Per Frame means, how much more you are paying per frame compared to the recommended 7600. A higher number means worse cost efficiency and is just meant as a simple, but imperfect way to show the relative value of a card. Ballpark numbers here.
The case, as much as i like it, is really bad.
The holes are made such, that they block a lot of the air, and the filters block the rest.
If you want a good matx case with the option of becoming full atx i would suggest the LianLi 011 air mini.
It may be a bit more expensive, but its great in everything it does. I have one for a year or two now, I haven’t tested it with a mechanical HDD, so I can’t vouch for vibration or whatever, but other than that the airflow is great and its really solidly built.
All you need is a couple extra fans to help out and you are set.
PS: welcome to the forum.
Wertigon accidentally listed the case twice, so knock $80 off of his total price. His suggested build allows for a really solid cpu upgrade in a few years as well. The motherboards that OP and I both listed would, as wertigon said, lock you into a dead generation with no upgrade path other than a complete rebuild.

Addtl NIC – Not a necessity, since Mainboards typically have embed 1GBit default
GPU – I thoroughly abhor its existence, “.”

Case – It is a bit of a heat trap, due to poor ventilation [sheet metal isn’t near porous enough]

011 Mini Air can comfortably handle ATX mainboards as well [Know from experience]
Back to Heatsink – We got more vertical clearance AND more breathing room

Its delightfully good.
The only thing missing is a mechanical fan controller, but with all case fans installed and running at barely audible speed they keep everything cool and quiet.
