Get the 212 EVO. It is only a little bit more and better. You don't need 1866Mhz memory. It makes no difference.
The Seagate drives aren't very reliable especially after you go over 1TB. I'd recommend a WD 2TB drive or two 1TB drives.
You really don't need an optical drive either. But that is up to you.

The Athlon with slightly bottleneck that 280, I would recommend sticking with the 6300 if you are going to use the 280, otherwise save some money and pair the Athlon with a 270 and save yourself some money, and get the full performance out of the 270.
The Athlon wouldn't bottle neck the 280 at all. It's basically an A10-7850K without integrated graphics.
It is a 6800k withotu the integrated GPU.
Yes, it will bottleneck that GPU in more CPU or less well optimized games. You're much better off with the 6300 and spending slightly more. You're getting more performance for your money.
Don't get the athlon, this is much better.
