HP Proliant fan failure preventing system configuration access

I have a used HP ProLiant DL360p Gen8 that I use as a home server.

A second fan has just failed (I was not aware of the first failure, poor monitoring on my part), and the system immediately shut down and refuses to boot into an OS.

I have logged in to iLO and verified that Fans 4 and 8 are marked “Degraded” and are the cause of failed boots in the system log.

After viewing a troubleshooting page from HP, it appears that my server was configured in a way that would prevent startup if 2 fans have failed. To correct this, it says to enter RBSU and change the cooling mode.
The issue is that because of the fan failures, the system will shut down before giving me the option/prompt to enter RBSU. How do I change the cooling mode while the 2 fans are not working?

You buy two replacement fans.

Or if there is a way to reset the BIOS back to default, attempt that. Although, if that is the default behavior then you have no choice but to get replacement fans.
