How to use btc-e

I'm looking into getting into the whole Bitcoin, Litecoin, and Namecoin business(Not mining just buying and selling), but I don't know how to deposite/withdraw money using Perfect Money.  My questions are.

1. How do I set up a Perfect Money account correctly.

2. How do I withdraw/deposit money from/into my btc-e account.

3. How do I add/take out money from my Perfect Money account, and put it into my debit card(I have one from PayPal if that helps)

Use CoinBase. Sorry if thats not your answer, but it is easier.

This doesn't help, since I plan to buy and sell LTC and NMC mostly and CoinBase doesn't seem to have/support that.

Do you know any other viable options?(I only have a savings account and a PayPal debit card, if that helps narrow the list down)
