You can whipe the drive clean using different tools or you could just do a new install of windows on the drive. What are you trying to do?

format the drive, you could use gparted on a usb, either the standalone version or it's preinstalled on most linux live installers

Yes, most linux distros offer and option to split the drive or a full format. Most distros also come with gParted on the live disc which allows you to create partitions how you want easily
