I am looking into building a computer for my grandpa so im looking to keep this build on a budget. I am going to use intergrated graphics but I can't understand why one chipset is better than another.

i was thinking about using an i3 3240. my budget is about 300-400$

You might wanna go AMD at that budget

Build an AMD APU, A10-6800k or A10-5800k.. That is a solid chipset and graphics for that price range.
