So as a young tech enthusiast hacking really intrigues me. Can somebody point out a starting point with the basics to learn with? I'm looking for something quite general for example hacking online accounts or maybe gaining access to someones computer.
this really depends on what you mean with hacking. Do you mean password cracking? remote acces tools? or just messing with friends? And do you have a motive behind your "hacking"?

it all depends on what "Tricks" you wish to pull, if you wish to break into your equipment that is perfectly fine, other peoples without their written permission is not, I would call tricks stuff like finding hidden SSIDs breaking wireless encryption, and Chrome dumping of my own personal browsers, all stuff like that you need tools, for stuff like wireless password and SSID breaking you need airocrack tools, you can easily get them from kali linux, adding to that if you wish to learn more set up your own personal virtual network using VMware or Virtual Box, disconnect your self from the internet for that extra layer of security, and go nuts, also try a distro called metasploitable, you will learn much from using kali, finding issues with your network and fixing them will teach you a lot more so for beginner, also using a linux distro will teach you more about how a system works more than windows :) go nuts be safe about it though
Install Gentoo.
You learn by setting up your own home networks, and playing around with them, figuring out how they work and what you can do with them. You find innovative ways for them to work, and see what interesting things you can do.
Then you can set up a webserver on the network, and see how you can get into and play with that webserver. Basically, you play around and read the manual for the programs you use. Hacking is about playing around with technology and being inquisitive.
of course, if you just want to mess with your friends, you can set up a packet capture so that when they come to your house you can intercept their stuff. Or install a keylogger on your computer so that you can learn their passwords
So I should install linux on my PC?
No keep i presume windows as your native OS, use VMware or Virtual box and run Kali, learn the terminal, and the tools then move onto Gentoo/Arch/Slack/LFS.
Hacking is a so called dark art to me, I love it, I am no pro, but I find the tools very useful with PC repairs, I can break pass windows passwords, remove viruses using Katana (Hack from a cave)
But of course if you have questions about it always ask here, chances are someone here has done it many times and knows what you need inside out :)

#1 thing you must do, learn the BASH Terminal.
#2 learn a common free programming language, and BASH Script.
#3 take networking CCNA classes just to start.
There is no way to tell you how to hack, it's not simple, it's a collection of knowledge in your journey through Computer Science, and your creativity to think... "Oh, this system has this, if I just do this, I can get into THIS!"
And to all loonies out there, being a "hacker" does not mean your out to practice malicious activities, hackers bring many benefits to society, just look at your phone... guess what, it's probably at least based off the Linux kernel, started by a bunch of student hackers at a University.

Most hacking has nothing to do with computers. It is a term largely misunderstood. Various products, tech, hardware, software, networks (computer, social, other), can be hacked.
My best advice is to learn many and varying Social Engineering techniques, arguably the easiest way to gain access to valuable information.
So i've been getting alot of install this or install that. I want to start with basic step one. Should I get some sort of book because i've been learning alot of HTML coding from books and I think it may help here.
Where did you start learning? A book? A video? A webpage?

Look up how to hack *Edit* how to obtain WEP keys with packet injection. There, a start point.
