How does communication work on Web 3.0?

I was browsing the web and was interested in getting a .xr domain. I noticed that it was not an ordinary domain but a Handshake domain, P2P or Web 3.0. And it stated it would not be possible to have SMTP/IMAP work on it.

How would communication work over Web 3.0? I couldn’t find an answer by googling. Maybe a P2P, but how does it handle if the peer is offline?

It’s an attempt to re-imagine the internet using blockchain to get away from centralized authorities (like ICANN), the net result, as far as I can gather, is that they are not accessible using “normal” tools (like browsers…).
(y’all got your buzzword bingo cards, right?)

If you want to experiment with that stuff, sure, I guess, if you want a functional domain, I’d steer clear for the time being.
