How do I screen mirror to another PC in real time on the same LAN. I want PC A to mirror PC B 's screen.

what are you trying to do with this?
if you are okay with a 25~50ms lag tight vnc "server" (PC B) can stream video to other PCs and the "clients" (PC A) can control the server
if you dont need to control it and latency is a issue you may need to use VLC to open a stream from h264 PC B.
If you're going to mirror a Windows machine that uses, at least, a pro version of Windows 7/8.1/10 it has the remote desktop option inside teh system already and you can use that to mirror the screen (and control it if you need that).
VNC is an open standard that's been around a long time. Performance isn't always the best but it gets the job done.
Microsoft remote desktop works if you have a version of windows that has the functionality.
Another option, and free for personal use is something like TeamViewer. It just received a performance upgrade in the latest version which is nice and it has the added benefit of being easily accessible anywhere. Connections a encrypted for security. The downsides are there had been an alleged security breach once in the past but have since been closed, but this is a mater you have to ask yourself if you trust a third party with access to your computer and everything it has access to... That said it is still a very popular service for remote desktop.
All of the above solutions are suitable for light desktop tasks and administration. None of the above solutions are very good for playing games remotely.
If that is what you desire, another solution like Nvidia Shadow Play, Steam In Home Streaming or VLC might be options you want to look at.
I am trying to stream my surveillance PC with all the cameras connected to my laptop.
I have tried rdp as well. It works pretty well but signs me off the host computer to another username
I will also try the windows device streaming feature built into Windows 10.

If you just want video, you might be able to use OBS with your own privet RTMP server to stream video to a program like VLC media player, but that might be more trouble than it's worth.
RealVNC seems to be HD looking but it keeps freezing.
Any other recommendations?
Currently using Chrome remote desktop
seems to be the most lightweight and responsive. Even the surveillance live view is smooth
Update: the Chrome remote desktop is working well. I am thinking of getting the Chromecast and hooking it up to my old and small VGA monitor to mount at the kitchen to be able to see the footage. I would need to find an HDMI in to VGA out adapter.

the recording programs normally have a web interface running on port 80 or 8080 for remote viewing. check by going to the surveillance PC and putting this in a browser: http://127.0.0.1

on of the two will likely work, if you get something with errors use IE, a lot of surveillance DVRs/apps need IEs active x.
The adapter should be easy to find......
As to the remote monitor, lol you could do what I did in the new barn and that was buy a 75' VGA cable and run it up the wall, over the ceiling (in the rafters), and down inside the wall, then out to where the remote monitor is works like a charm... :)
You might want to be aware that different cable types have different use-able lengths before the signal goes to shit, I really wanted to use HDMI but the use-able length is about 50' I really need 75' to even be close and DVI is even less than HDMI so VGA it was.

I am planning to get a chromecast and use chrome remote desktop. The remote desktop is not that "HD" though. I thought of getting an Intel Nuc for showing the surveillance footage and maybe even Plex Media streaming. I could watch YouTube as well when I am in the kitchen.

Could I get a raspberry pi and run linux on it? I primarily just need a web browser to show the feed via remote desktop and also some video streaming.
I may attempt to setup a local obs stream that I can view in browser. Any good tutorials?
most anything can be done in linux if you spend the time. VNC would be the more straight froward by increasing the compression. cromecast / screen mirror may not support linux.
