How do I make windows do this?

I want it so when I move my applications around it does this, I used photoshop to make this.
When I usually move things around it does not give me the dot lines it just moves it.

Go to Control Panel->System and Security->System->Advanced system settings, in the window that opens go to the Advanced tab and click settings in the performance section, in the window that opens go to the Visual Effects tab and enable custom, if you haven't already.
Now look for "Show window contents while dragging" in the list below custom and remove the check mark on that entry.
