So, I finally got all my parts to build my PC and this is my first time building one. I finished or well what I think is finished, but for some reason when I turn on the pc nothing shows up on my monitor like a Bios so I can boot from my usb to upload the OS.

I wanna say it's because of this rig I'm running to the Video card though an HDMI because I don't have DVI cable to plug for my monitor. Yet this can be a number of any reasons Could be something with my harddrive not being plunged in or something I don't know
I had no problem with booting into the BIOS/UEFI over HDMI, probably not that. Try holding F2 when booting.
It's not the hdmi cable. If the hdmi want working because you need a driver that wouldn't keep the computer from starting, you just wouldn't have video. And I don't think you need a driver anyway.
What are you computer parts? You should always list that for help. Can't say anything with no information.
Edit: just realized I read some of that wrong. Either way, we need info
http://pcpartpicker.com/p/4dmpkL This is everything I'm using, and I'm uploading more picures of my pc right now.

Yeah that's what I'm working with.
I'm only using 1 HHD
That motherboard probably needs a bios update to run that CPU. Even partspicker says so as well.
how do I do that?
Well you can't they haven't done one yet, the only one available is the original.
Bios download page from AsRock:
http://www.asrock.com/mb/AMD/970M%20Pro3/index.us.asp?cat=Download&os=BIOS
CPU supported list from AsRock:
http://www.asrock.com/mb/AMD/970M%20Pro3/index.us.asp?cat=CPU
That cpu can not be used in that board
Your CPU Model is FD6300WMHKBOX
Which Is not in the supported CPU list. All you can do is get a new motherboard or get a new CPU that is in the supported list.
Well that sucks really bad, so i return the CPU what AMD one would work?
Any of the ones in the CPU supported link above.
Anyone recommend a CPU from the list for about the same price or less
Gotta be honest with you, it doesn't support very many that are still sold. which is kinda shit for a 2015 board. This is why I don't buy amd. but to each his own.
Ones found so far that are easily obtainable:

Out of stock/may not be back instock/unknown

Ya, I would return the motherboard, and get one that supports the cpu you have that board doesn't support shit. well it supports stuff but not anything that is in stock or available.
Okay this sets me back a week, but other then that say I get the right processor then is their any other obvious thing such as this or maybe something small that will keep my BIOS from running?
Do the fans turn when you power it on?
All fans came on to my surprise, everything looked like it was working Video Card Power sup, and other litte fans kicked in too. Those damn panel lights worked also it was the biggest bitch to plug them in without a Q-connector I'll tell you that
Possibly a jumper on the board is marked wrong, locking the bios in a reset mode or something. generally it will be 3 small pins with a small plastic piece pushed down on two of the three pins, make sure that's on the right to pins, you will need to consult the manual for this.
I'm trying to get the CPU but it's stern in that motherboard and I can't really pick it up and out the motherboard with ease any trick of getting it out?
uh it should just drop right out, was it trouble to put in?
Not at all, the good thing with AMD is that they are easy as hell to line up and put in
