How do I add borders in game? (bordered resolutions)

Hi

   This may seem like an odd question, but I was wondering how you add borders to games. My example is that I have a 1920x1200 monitor, but would like to play in an unstretched 1920x1080 with borders top and bottom. This doesn't bother me for most games, but I play SSF4 competitively and the borders would make the console transition a lot easier (the proportions are a little off). I'm not sure if it's even possible.

I'm using a GTX 660 graphics card and a generic 22" TV-monitor apposed to a proper PC monitor.

there's a couple ways check the settings

also look into winexp. it's a border 'removal' program difficult to use. start game in windowed 1080p then use that to remove borders and put it into 'full screen' mode it will maintain the resolution of the game and thus give you your borders.
