High FPS (100+) but still stuttering! PLEASE HELP!

Hey,

       So as the title suggests, in pretty much most all of my games I'm getting large amounts of lag/stuttering while playing at a high FPS. I know it's not a network issue as it happens with single player games as well.

It seems to be most common in Black Ops 2 and CS:GO. Both of which run at way over 100 fps CONSTANTLY. I also noticed the issue in Titanfall and Far Cry 3. However, there are games that seem totally immune. For example Battlefield 4 and Bioshock Infinite. All games (except Far Cry 3, it's more of an inconsistent frame rate.) have been running at 60+, but still stuttering like hell.  

This whole issue only showed up two days ago and up until then every thing was perfect. I've never had this happen to me before so this would make me doubt that it's a hardware issue. I guess it also can't be a driver issue because the Catalyst 14.4 driver worked perfectly for me just a week ago. I'm all out of ideas. The only changes I've made to my PC in the past few days are downloading CPU-Z, and remove my previous overclock. (Which was stable.)  

Things I've tried....

  • Enabling V-Sync (Didn't help) 
  • Overclocking my card (Didn't help)
  • Disabling/closing down my antivirus (Didn't help)

I don't know what BIOS version i'm running but I don't see why it would matter as everything was working a week ago. 

Any help is greatly appreciated! Whoever manages to come up with a fix that works first will receive a one time only... internet high five! (And mad amounts of respect) ;)

Turn off all power saving features in the bios. Also do you have windows 7 or 8? If you have 7 then get these 2 hotfixes KB2645594 and KB2646060

Have you checked your temps? It doesn't sound like it's the problem since it only happens in some games, but it's probably worth checking anyway.

I have windows 8.1. My GPU never exceeds 60 Degrees Celsius and the hottest my CPU got while gaming is 48 Degrees Celsius. Which to my understanding is perfectly fine.  

I know i used to stutter a lot when windows 7 used to core park, but i fixed that with a hot fix, There are a few things you can turn off in the bios as well that might help, C1E, Core C6 State, and Cool ‘n’ Quiet.
