High CPU usage on Windows 8.1

I have been having a problem with 8.1 recently, every time I open a program like origin the CPU goes up around 100%. But when I have the program closed, the computer acts normal like it never happened. When I install windows 7 on my computer I don't even have the problem that windows 8.1 is experiencing, so I have no idea what could be the problem that would make 8.1 to rev the CPU up around 100%. If anyone knows what I should do or knows the problem I'd really like the help.

computer specs:

i7 4770K
16 GB Ram
Maximus vi Hero
1 TB HD 

 

 

In Win 8.1 open task manager, select the performance tab, make sure you are viewing CPU usage then right click on the graphs and select show kernel times. You should now see two sets of info represented, kernel time should be small, if it's not then that suggests a driver issue.

From the performance tab you should also open up Resource Monitor and use the CPU tab in there to identify what processes are using all the CPU time. Something like Origin will use about 10% total CPU when downloading a game in the background.

If you find some unknown processes using the CPU try to identify them with Google to see if they are legit.

I've only just watched your video so wasn't aware of the 0.8GHz clockspeed. I recommend you download CPU-Z and see if that reports your clock-speed correctly.

The Windows 8/8.1 task manager seems to have issues reporting clock-speed when usual power management is disabled and/or the CPU is over-clocked.  If your CPU is running at 0.8GHz then that's definitely your issue - I would suggest using HWinfo to get a rough idea of CPU temperatures and see if you can grab a screenshot of your BIOS settings to see if anyone here can help.

There is always a small chance that there is a bug in the BIOS that is only apparent when Win8.1 is in use, you could try booting off a Linux Live Disc and see what that reports your CPU as.

Thanks for the suggestion :) I've also messaged Windows about this problem and they said that it could be possible that it's a optimization issue.
