Help with Windows error: Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item

Hey all!

Recently I discovered I am having this problem when I try to launch certain .exe files, I will get this error message:

Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item.

I did some Googleing and was unable to find a fix. Now I know the file is runnable EXE file because I went in to Safe Mode and the file starts fine but in regular Windows I get the error message. It does not happen to all files but on some it does like WSUS Offline for example. Runs in Safe Mode yet in Windows it spits out the error.

Some details:
Windows 7 Ultimate 64bit
16GB RAM - AMD 8350 - R9280X - 256GB SSD
Antivirus: MS Security essentials - Malwarebytes

Anyone got any ideas?

Just go into the file's properties and try to edit which users have access to it, it'll be under security.

Now that was not it either. I already tried, but I figured it out. It was my key-stroke encryption software. For some reason it was blocking some exe files from running. I disabled my key stroke encryption software and now it works. So for anyone having this issue, and you tried permissions and other fixes, try disabling ALL anti-virus, anti-logger etc software.
