The games I am trying to play are modern games and I would like to run them on High-Ultra settings.

NOTE: I am a budget builder so I'm not able to afford high end parts.

That graphics card you listed is opened box. I've heard good reviews from them and really spotty ones. I'm not sure i'd trust it. You can get an HD 7950 for about the same price non-opened box and it will perform equal and even better than a 670. Plus the 7950 does have an insane amount of OC headroom.

That and if you get into rendering OpenCL is stupid fast on amd cards.

Other than that I would recomend Doing a windows 8 platform.

Windows 8 does have better cpu usage, memory usage, and is just overall better. And running a little faster. If the Metro UI is holding you back like most people. I'd suggest shelling out $3 and getting "Start is Back". Logan did a video on and I personally have used it. It's Awesome! It basically gives you the inner workings of windows 8 but in the nice and friendly windows 7 interface.

Is the one you listed above better?

They are all pretty good cards. If i were to pick one it would be between the asus and the MSI one. I've heard bad things about non-black edition xfx cards being voltage locked.

asus- superior quality and cooler. just an all around baller card.

msi- again, superior quality and cooler- maybe not as good as the direct CU II- but they only reason i'd stick MSI is because i've personally had good things from them in the past.

Oh yea that PSU is a little bit overkill. You can get by just fine with an efficient 550W
