Help with Mstar Classic Model M Conversion Kit

So, about a year ago, I bought a Modem M Conversion Kit. Couldn’t get it working, got frustrated and tossed it in a drawer.

Now I’m back to looking at it, and I have two questions:

  1. What should be at R16 on the board? Mine had two empty pads. In one of the pictures, it looks like there is a solder bridge across them. Is that correct?

  2. When I plug the controller into a USB port, here’s what I get:

    a) Red LED on, blue LED fast blink.
    b) It registers as USB storage, with a single ReadMe.txt file.

Is it toasted, or just not flashed correctly? I have not tried to flash it myself.
