Help with Custom Build Project

So today I had a guy ask me for some help. He already has a desk similar to this built:

And he asked me for advice in regards to the mounting of the hardware. He currently has all the main parts, but he is looking at one of the XSPC 360mm rad kits. I was wondering if there is any performance degradation with the use of of PCIe risers? Also where can I buy them? And say he wants his GPU and everything else lying flat like this: Does anyone have a clue on how something like this would be mounted?

As far as mounting just mount most components regularly using stand offs or plexiglass. The gpu can probably be mounted with high heat Velcro or make a mount out of pci slot covers and lay it down.
