Well, it depends if you need a monitor or not. Another factor could be whether you need an OS or not. Just fill out this form to help us all out: https://teksyndicate.com/forum/build-pc/read-you-post-general-guidelines-build-pc/140909
Didn't know if you needed an OS so I put one in there. http://pcpartpicker.com/user/Killerfrenzy96/saved/203J.

but i still need the key board and mouse

Can you please fill out the form I supplied you with. It will be easier to put something together for you.
If you Game-
this is what i could come up with for a decent system
in your original post you said the budget was for the system only, or at least thats what i thought you said, so here is one with the mouse and keyboard discluded from the overall budget but still there

btw the microsoft mouse/keyboard are very good, so don't scoff at the fact that i put them in.
and the first one with an optical drive

and here is one with the mouse/keyboard included in the budget.

Also i forgot an optical drive, so here is the latter one with an optical drive

This build allows for future upgrades of another gtx 650 ti boost in sli.
The main problem with this build is that there is like 100 dollars in rebates to make it 700$
I highly recomend this it's cheap and u can upgrade in the future i just built my own comp. and it's fine. http://www.newegg.com/Product/Product.aspx?Item=N82E16823126097
Also overclocking in simple form is like making ur cpu work harder than it was intended to
Memory just buy about 8 gigs of the cheapest stuff at the time that has a good heat sink.
DVD burner- http://www.newegg.com/Product/Product.aspx?Item=N82E16827151266
This is my power supply it has worked great so far- http://www.newegg.com/Product/Product.aspx?Item=N82E16817182200
This is my case if u waant to spend more money on other parts then u could chose a cheaper case- http://www.newegg.com/Product/Product.aspx?Item=N82E16811147159
The rest is fairly simple idk if u want amd or intel for ur cpu or if you want amd or nividia for ur gpu but spend whatever u have left on those.
Also idk if u said u needed a monitor in which case $700 for a good pc and monitor idk how you'll pull that off
