mhwd-kernel -li list the current kernel being used on manjaro
Since we need the headers for 4.9.20-1-MANJARO if we know that they are indeed installed then we just need to reboot and select that kernel version on bootup and then we should be able to grab the headers.
$ sudo mhwd-kernel -i linux4920 Error: Invalid argument. Please choose one of the available kernels: * linux310 * linux312 * linux316 * linux318 * linux41 * linux410 * linux44 * linux48 * linux49 * linux-rt-lts-manjaro * linux-rt-manjaro
the driver has patches for kernel 4.7 and I don't see anything saying it needs 4.9 besides the header error. so I'll try installing 4.4.63-1 and see if that works.
well it got past the header error now after running "makepkg -si" it gives me this error.

then I run
sudo dkms install --force mt7610u_sta/1.0 -k 4.4.63-1-MANJARO [sudo] password for user: Module mt7610u_sta/1.0 already installed on kernel 4.4.63-1-MANJARO/x86_64
the adapter wasn't detected so I unpluged it and repuluged it back in now it shows a wireless adapter is connected. but the led isn't flashing and it finds no networks.
I think I was unclear. @thorium233 I was not trying to push you to install Arch as immediate solution. That was not my intent at all. I was trying to say that Dolphin is geared for KDE. I happened to mention Arch because that is what I am using. KDE was more the focus of what I was getting at. Maybe Neon. I am sorry for that.
