Help Choosing a CPU Cooler

Another day, another build for a friend :)

This time I need to know the best CPU cooler ( air cooler ) for the intel core i7 4770k.

The budget for the cooler is max 75 euros. The cooler (and other parts will be bought in Portugal, more specifically in this store - http://www.alientech.pt/index.php?cPath=180_27_74

I've been lokking to these coolers:

The Noctua NH-D14 will be the best unless you can find a phanteks ph-tc14pe. 

I would go with the phanteks. Probably the best air cooler on the market.

Which is the quieter: The NOCTUA NH-D14 or the PHANTEKS PH-TC14CS?

 

There about the same with noise. Only like 1 decibal apart.

Lol, what are you talking about? The ph-tc14pe is the best air cooler on the market and the nh-d14 isn't far behind. The ph-tc14cs won't even come close to either of them as far as cooling goes, and Noctua has a reputation for making quiet fans. 

The CS is a single tower, lower profile cooler. The PH-TC14PE is what you're thinking about.

And about the noise, they are not close. Phanteks fans are fucking loud.

Yeah, if you want something that cools extremely well and is quiet, then the Noctua NH-D14 is what you're looking for. Either that or you could buy a Phanteks PH-TC14PE and replace the stock fans with Noctua NF-F12's or their 140mm counterparts if the 120mm's don't fit. 

I would agree on the Phanteks - http://bestcpucoolers.com/best-air-cpu-cooler, and it is less audible than Noctua D14 if you were wondering... While D14 is still a great cooler, it is a bit outdated, and new noctua offerings are really close to its performance with less noise (they made new fans).
