order some Arctic Silver 5 or MX-4 thermal paste
first turn off your computer. unplug it, hold the power button for 2 seconds to drain power, grab your metal case to ground yourself from static electricity, take out the card and proceed to remove the heatsink from GPU, remove the shroud (the plastic cover) and clean it out with a toothbrush, canned air wiil not get the job done
clean off thermal paste off both the heatsink and the GPU with lint free cloth and rubbing alcohol, place a grain of rice sized drop of paste on the center of the GPU, put the heatsink back on, the shroud is optional
thanx man bt how to apply thermal paste i mean hw i will spread the paste on self ???? will i require anything to spread it appropriately to all sides????
The pressure from the heatsink should spread it for you so just apply it.
If you can I would just clean the dust out from the heatsink, some video cards you will need to remove the heasink from the card to take off the shroud and get to all the dust, if you have to take the heatsink off and apply new thermal paste Logan has a video showing how it is done

When I cleaned my brothers Radeon HD 4xxx I had to remove the whole heatsink to get the shroud off and clean out the dust but on my Radeon HD 6970 I was able to remove the shroud without taking off the heatsink.
Grab some arctic clean 1&2 while your at it. Get rid of any trace residue on the chip and heatsink.
