Has my computer been hijacked?

If so, how do I fix it?
I have been noticing some issues with d/l speeds beyond the fact that I have DSL in bumfuck Alaska. I noticed that my d/s speed occasionally dips to less than 200 kb/s with my 1,000 kb/s service.
When I switch on/off my VPN connection it fixes the problem. I have Avast Secure Line AND PIA that I switch between (because I have a job and can afford it). I have Avast Premium and Malware Bytes, full paid services, and they tell me nothing. Also having occasional problems with streaming that is fixed with turning a VPN off/on.

I'm concerned that my computer has been hijacked as part of a botnet.

Boot Linux of a USB stick and check internet speeds.

You can use the bitdefender CD to scan your computer from outside of windows

Well use linux or just see netstat in powershell. To see if you make connection with unknown IP addresses.
