I need help deciding if I should get 2 gtx 970s right not or a single gtx 980 ti and get a second one later.
I will mostly be playing battlefield hardline, BF4, and CS GO.

SLI can end up being more trouble than it's worth. Get the solid performance option and go with the 980 Ti.
as long as you have a 144hz monitor to make getting that much power sensible.... 980ti
There might not be any such thing as overkill, but why spend an inordinate amount of money when you don't need to ? You could get a single 970 and spend $330 on something else you want.
But between the two, the 980Ti is the very obvious choice.
Choosing the right graphics card can depend on a lot of things. What resolution do you play at? a 970 at 1080p is a solid combo. A 980 will give you more card lifetime but is more expensive. Do you play at 60Hz or higher? A 970 probably wont be able to push something like Battlefield 4 to 144Hz. Give us a few more details about your setup and we can help you out a bit more.
Considering a titan is about the same performance as two GTX 780's, 780's and 970's share similar performance and the new 980 ti shares similar performance with the new titan, I would go with the 980 ti.
I used to sli but never again way to many issues, owh this game doesn't support it or the profile isn't right, oh you have three monitors but don't do surround guess your not using sli unless you want to disable the other two monitors.
system 4790k 980 bf4 ultra 1080p 120fps idk if its limited to that or if that's the best it can do haven't looked at fps in very long time since getting the 980
