[GTA V] GeForce 353.06 Driver Throttling

Now I have heard of thermal throttling but that's not what this is. During the first 5 minutes of starting up GTA V today I noticed some lower than normal framerates and it was clearly visible when playing so I check temps and values and noticed that my MSI GTX 970 Gaming 4G was at full load but only at 400MHz on the Core Clock. My temperatures are way below thermal limits and the VRAM usage was around 3300MB which is below the 3.5GB fast memory limit of the GTX 970 so it shouldn't be doing this.

I was getting around 40-50fps on previous drivers and I don't want to roll them back because I also play The Witcher 3 which need the new Drivers to run better.

What do you think might be wrong with my GTA V or is it a Driver issue?

Here is a screenshot:

Id say that the video card overclock has made the driver crash so its sitting at the lowest values. I had this happen all the time when i was fine tuning my overclocks.

It has been fine for the past 6 months since I got the card. All my other games bar Project Cars run smoothly and hardly ever crash or throttle this bad.

Even so you have a new driver. reset to factory speeds and see if it changes back to normal.

Would a Android Emulator running in the background cause something like this? Because I've just noticed BlueStacks has started with Windows and was running in the background.

I have no experience with that type of software running so I can't really say.

I've just updated Windows so I'm going to try a restart and see what GTA V is like again.

Well after a update and restart it running fine again! Must have been the Emulator.

Nice. good old "did you reboot it?" fixes so many problems.

It did it again just now and I switched lobby and it fixed it. Very odd behaviour seeing as it's not even modded.

I had only just turned my PC on before it happened the first time round. Although this time the GPU wasn't throttling Core Clock but I was only getting 7-9fps again.
