If you want a 7870, hop on the bandwagon and get a 7870 xt/tahiti le. They have the same gpu as a 7950, and they're a lot cheaper. They're excellent cards.

That is a question I honestly cannot answer as I am not sure what you want to do with the cards. As far as the specs go here is a comparison I did with Newegg and hopefully it can answer the questions you have about both of these cards.
