I am building a gaming/editing PC on a tight budget ($1,300 without peripherals). I need to know if this graphics card is ok or if i should think about getting a better one.

For $1,300 you should get a much nicer graphics card, what's the rest of you specs?
take a look at the R9 280x probably the best performance for the money and only about $300

You don't need a soundcard
It's onboard, it is preinstalled on the motherboard, so technically its free with the motherboard.
I maybe mistaken though, if you are buying a separate sound card then you don't really need it. Unless you are an audiophile.
