Grand Theft Auto 4 and its hatred towards my compu

So before I start, I thought it brutal to port my system specs first

Sigma Gaming Unicorn Mid-Tower
Asus P5Q Pro Intel P45 CrossFire Chipset
Intel® Core™ 2 Quad Q6600 @ 2.4GHz
3 GB of ddr2(800Mhz) RAM
Stock Intel CPU Cooling Fan
2 XFX 4850 1GB in Crossfire
Thermaltake 600W power supply

So I bought GTA 4 a few months back and at first I had the texture problem that just about everyone who has bought the game will tell you sucks metal balls. I fixed it by setting the 'Standard Settings' bar to max. That's not the problem.
I can't play the game without it dipping under 15fps. It's playable sometimes but once I reach hove-beach, it's a disaster.
any recommendations?

It's GTA IV, only maxishoine have been able to play that shitty pc port with shitty optimization.

why are u running your q6600 at stock settings?

because I have a stock cooler. I won't be betting the v8 'till next month. I can run it at 3.0 now but it gets pretty hot and that scares me lol.
