Gpu for rts gamimg

Hello all I am looking to do a new desktop build to replace my old dell xps 1530. I play rts games like total war and turnbased like civ v mostly. With this in mind I tried to create a set up that uses a more powerful cpu and forgoes spending money on the gpu.

My question comes in as am I correct in assumimg that these games are more cpu dependent, and what cpu gpu combo could go into rig that lands around $700 that would optimize the build for rts and turn based games?

yes most rts are cpu bound you may be able to get a i5-3570 and an hd 7870 for that money should be pretty good for rts.
