~ Which one has the better overclocking capacity? (In terms of how much they can overclock to, like limit)
~ Which one has unlocked voltage? (For overclocking)
~ Should I get the 7950 from Msi or Sapphire?

msi shouldn't be voltage locked, sapphire is, you can unlock it, but that doesn't always work
Sapphire is voltage locked, but you can Raise the voltage by 20%. I raised mine to Core 1180/Memory 1500.
