GPU at 100%, no output

I'm building a PC for a friend. When turning on the PC the GPU fan goes to 100% and does not output. Using the motherboards VGA slot works.
MSI Afterburner can't see the GPU, BIOS shows nothing, Windows (task manager) doesn't and the nVidia drivers doesn't either.
I triple checked the cables too.
Specs :
i7 3770
GTX 760
Asus H61M-G
8Gb Ram
BeQuiet 630W PurePower L8

I'm putting my money on the GPU is dead.
Any helps is greatly appreciated.

Tried reseating the GPU? Checked the motherboard for damage to the PCIe slots? Checked its 8/6-pin cables from the PSU? Has it been knocked/dropped etc.?

I have reseated it.
The motherboard is new so a damaged PCIe slot shouldn't be possible.
I have checked the cables.

If it should've been drop it can only have been the mail man.

A simple visual inspection now could save quite a bit of headache later on. Never know, something might've gotten into it somehow or something.

I took the GPU out and I couldn't see anything wrong.
Can you think of anything else?

Check the bios, maybe there is a setting which you could gpu output to pci-e.
Otherwise, test the gpu in a diffrent system.

Bios reset?

Tested in my own rig.
Same problem.
Bios reset doesn't do shit.

You haven't been screwing with the gpu bios have you? Sounds like something typical of a bad bios flash.

Used card.
Excellent condition according to Amazon.
Probably DOA.
