Gigabyte 990fxa-ud3 not posting

I have a gigabyte 990fxa-ud3 that will not post, when I start it, it emits continuous short beeps, I found the beep codes and it means power failure. I tried a different power supply and no joy, I tired different sticks of RAM in each of the four DIMMs. Any ideas would be appreciated.

 

My Specs:

Power Supply: Antec EA-650 650 W Max 

Motherboard: Gigabyte 990fxa-ud3

CPU: AMD Phenom II X4 975

RAM: Corsair Vengence 8GB

GPU: Gigabyte 7950.

Anyways, is the 24pin properly seated and the 8 pin CPU power? Same goes for the 7950 are the 2 6pins plugged in and properlly seated?

 

yes did you connect the 8 pin or 4+4 pin cpu power connector the right way in? so that the clips matchup with nodges? some psu´s you can put the 8 pin connetor the wrong way in..

Yes of course the 8 pin is connected, nothing happens when its disconnected and the 7950 is connected properly.
