Putting the cynicism aside a lot of businesses I get to work with could do with reading, digesting and enforcing most of what's in that report, for the most part its sound advice.

In all serious this isn't from GCHQ but from CESG who's whole purpose is to help secure environments in government and business. Also there advice is been generally accepted for a while.
