What makes a better hardcore gaming motherboard, the ROG Crosshair Z or the Sabertooth 990FXGen3? I would like to have very detail explanations. The main points that I can tell off the back is that the ROG has good onboard sound and software, where as the Sabertooth has PCIe 3.0.

both boards are good choices, pci-e 3.0 is only a higher number, 32 gb/s bandwith instead of 16 gb/s bandwith.
there arent games who take the full bandwith of pci-e 2.0 yet, till the time games get realy bottlenecked with pci-e 2.0 then the system it self is totaly outdated.
So the PCIe 3.0 is just a gimmick really to make you think it's better?
No its more next gen ready -but not in use yet

you get about a 2-10FPS increase due to the increased refresh rate of the bandwidth, look it up
it is also good for data mining
but don't buy it just for that purpose, just as a added benefit
also if you have one full 3.0 16x slot and the second slot is only 3.0 8x then you effectivly have 2 2.0 16x slots for crossfirex and SLI so even the lower end boards can get a decent crossfire set up
What would be the better board for an OC noob that is not going to use watercooling any time soon?
Asus has top notch qaulity on all their boards, any z77 flavor will overclock nicely, gigabyte also has a line with this new type of VRM that's supposed to be the bees nees but its only on a few boards, and remember, CPUs and MoBos are not the only factor, a good power supply is also important
Generally, mobos with good VRMs and heatsinks are great for overclocking. ASUS usually has good overclockable mobos in there Z77 line.
Depending on wich platform you gonne look at.. intel z77/x79 or amd...?
