FX8350 Stutter in all games

Hi all

Sorry if i come across as arrogant during this post I am just extremely infuriated.

here goes,

less than a year ago i purchased a prebuilt PC from Overclockers UK because I had no experience in building PC's and i didn't know anyone who had a Gaming PC and The price was pretty good for what I got 

at the start i was extremely exited so i didn't notice that much but a few months in it felt like my PC was severely under-performing

I CAN'T play any demanding game and i also have to use Vsync in every single game apart from minecraft otherwise its chugga-chugga-choo-choo, stuttering like mad

here are my specs

AMD FX8350 @4GHz (was at 4.6GHz but noticed hardly any improvement)

Asus Crosshair V Formula - Z Mobo

Crossfire Sapphire 7970's (currently only have one installed because i thought it was the dreaded "microstutter")

250GB Samsung Evo SSD ( games have been installed on this drive)

3TB WD HDD (all games are installed on this drive now)

H80i cooler (temps for FX8350 are 37 degrees full load)

Corsair TX850 Power supply

 

Some of the things ive tried:

Resetting CMOS

Installed multiple drivers from 13.12 to 14.3 beta (removed the old drivers every time I installed new ones)

tried both 7970s in pcie slot 1-3

forcing vsync and tripplebuffering with D3DOverrider

making custom profiles for games with radeon pro

limiting fps to 60 with msi afterburner this causes immense screen tearing unless Vsync is enabled  

 

All this has lead me to believe that it's either my CPU or Power supply

I don't have any money since im 16 and currently in sixth form so I can't buy any replacement parts  

I can RMA if possible

Any reply would be greatly appreciated

Try defaulting ccc. Maybe move a game over to your ssd as a test . Double check all drivers including your motherboards. Other than that maybe a clean install of os?

 

You might try using a program like gpu-z or cpu-z to keep a log of cpu/gpu load and clock speed during gaming, then you can see if the components are running on full load, or if they are throttling. If neither is the case it might be something else.

Did you turn off amd "cool and quiet" in the bios?

Are you have stuttering on screen tearing? There's nothing wrong with using Vsync if it locks you to 60fps.

Task Manager> Details> Your game> Right click> Set Priority> High

switch to win 8.1, because there was some patches for win 7 for amd processors.

there are some drm bugs with amd cpus in some games like Deus EX HR

Take out your CF and try it with one 7970. ☺ just to determine if its not something with the CF setup. microstutter could be a xfire thingy..

He already only has one installed.

With 7 series GPUs, there is an option for the power level of the card. 

Open CCC, or MSI, or whatever you like to use, and look for a slider (In Catalysts overdrive section, or MSI's Overclock section) That says "Power" or "Power level" or something similar. And raise it to +20%.

If that does not work, reinstalling your OS may be the only (quick) solution.

Get a better monitor from the sale of one of the 7970's.

Ah yes, maybe on to something there. how about raising the systems entire power profile from balanced to performance.

CCC has always been on defaults i did a clean OS install and still hasn't fixed it 

 

Cpu constantly at 4014mhz

Gpu constantly at 1000mhz core clock 1450mhz memory clock when in games apart from csgo where it clocks down to 300mhz and freezes for a split second then carries on at full clock speeds

Cool and Quiet is disabled and i get stuttering and screen tearing and i have to use vsync but when my fps goes under 60, which sometimes i cannot maintain 60fps, its feels worse the when uncapped

That did absolutely nothing 

i think its worse when you do that

run benchmarks and check against similar hardware, i recommend "performance test 8" for passmark's catalog of scores

check cpu and gpu

Ran a full test of Passmark performance test 8.0 and i got a score of 3227.2

is that good?

Well there is always the malware angle plus cables and the monitor itself.
