FX 8350 vs FX 9370 vs Xeon 1230v3

So I am trying to build a Dedicated Streaming Rig (no gaming at all) and I can not figure out which one of these is the best to get the job done.

FX 8350(or 9370 for $30 more) or Xeon 1230v3(i7-4770 nonOC)

I am currently using OBS on x264 and I am trying to at the minimum get: 720p@60fps, Preset: Medium, 2500 Bitrate.

Will it be possible with these CPUs to get 1080p@60fps(if not 60fps at least 30fps), Preset: Medium, 2500 Bitrate?

What do you guys think?

Get a 4570/4670k and use QuickSync instead of x264 or NVENC. With no programs open, recording just my desktop at 1080p60 around 15000 bitrate, my CPU usage was roughly cut in half when I tried QuickSync compared to x264. I have a stock 4670k. QuickSync lets the iGPU handle the encoding work. However Xeons do not have an iGPU.
