Will HSA/APUs with like 4 cpu cores get to where they out perform higher core and clock count "regular" cpus like the 8350 and i7 4770k?

That all depends on the workload. HSA-optimized programs on the Kaveri 7850k (4 cores, 512 GPU shaders) already beat the same program on a 4770k and 8350, usually by a lot. With any other program, the 7850k is basically an FX-4300k.

There will likely never be a day where everything you run is HSA-optimized, at least not within the next 5 years.

Simple answer is: No.

 

In specific applications: Yes. It already does.
