If you have seen the tv show Fringe, you likely know what I am talking about. Any time that they introduce a new area, like a city or something, they have the name written in the sky. The letters maintain their position relative to the background and then they pan around. I have seen similar techniques used on Linus' youtube videos. I want to know, how hard is something like this to pull off? Is it hard to design/animate? Does it require a lot of computational power? Obviously, I know next to nothing when it comes to this stuff, so any basic explanation would be very appreciated.
I think there's a feature in Adobe After Effects which does it for you.
I haven't used it, so I can't comment on how it works. Probably uses objects as markers to mock up a 3D space in the 2D plane.

Well video editing and video effects software have layers too.
Most likely what they did is use Adobe After Affects.
Kind of right. There is a feature that allows you to make a 2d object into a 3d object. You do have to do somethings yourself though. Here is something I did in After Affects for my internship that they never used:
Now while that globe is indeed 3d it wasn't originally. Also it didn't spin either. It took me about 4 hours to do. What they did was a lot simpler and properly took 10-15 minutes.
